Toyotomi Hideyoshi used a vast network of traveling performers and merchants to gather information across Japan, focusing on ‘Economic Intelligence.’ On the other hand, Tokugawa Ieyasu built a deep, personal bond with the Iga and Koga clans after his life-saving escape. While Hideyoshi used information as a tool for conquest, Ieyasu used it as a tool for long-term governance, transforming the Shinobi into the ‘Igamono’—the official guardians of the Shogunate’s peace.
