Todo Takatora, the legendary architect and strategist, famously referred to Iga as “Hizo-no-kuni” (The Treasured Land). He warned his successors that Iga must be held as a crucial base for the Shogunate. This wasn’t just about its natural beauty; it was about Iga’s unique basin geography. Surrounded by steep mountains, Iga acted as a natural fortress that could protect the Shogun in times of emergency, serving as a ‘hidden backup capital’ for the Edo administration.
伝説的な築城家であり戦略家の藤堂高虎は、伊賀を「秘蔵の国」と呼びました。彼は後継者に対し、伊賀は幕府にとっての要の拠点として保持すべきだと説きました。これは単なる景観の美しさを指すのではありません。険しい山々に囲まれた伊賀の盆地地形が、有事の際に将軍を守る天然の要塞となり、江戸幕府の「隠れたバックアップ拠点」として機能することを意味していたのです。

Takatora’s obsession with Iga is visible in the 30-meter-high stone walls of Iga Ueno Castle. These walls, some of the tallest in Japan, were designed to be ‘unclimbable’—a direct countermeasure against the very infiltration techniques for which Iga was famous. By controlling this terrain and the remaining Iga-mono, Takatora ensured that the secrets of the Shinobi were now the professional assets of the Tokugawa administration.
高虎の伊賀への執着は、伊賀上野城の30メートルもの高石垣に現れています。日本有数の高さを誇るこの石垣は、まさに伊賀が誇る「潜入術」への直接的な対抗策、つまり「登れない壁」として設計されました。この地形と、生き残った伊賀者を管理下に置くことで、高虎は忍びの知恵を徳川幕府の専門的な資産へと変えたのです。
