This was seen as a necessary investment to prevent rebellion and maintain the ‘Pax Tokugawa.’ By spending heavily on information, the Shogunate was able to neutralize threats before they became physical wars. This pragmatic use of wealth proves that the Tokugawa were not just masters of the sword, but masters of ‘Information Economics’—using gold to ensure long-term peace.
